Ms. Birabwa is a scientist who has specialized in quality assurance, internationalization and Gender Mainstreaming in higher education. Elizabeth holds a Bachelor of Science Degree in Botany, Zoology and Geography from Makerere University, a Post- Graduate Diploma in Geographical Information Systems and a Masters of Philosophy in Development Studies from the Norwegian University of Science and Technology, Trondheim.

She has taught Environmental Sciences for a number of years, worked as a quality assurance Officer and represented Busitema University as acting director for the Internationalization and Gender Mainstreaming Directorates in various fora.

Elizabeth is an Alumnus of the German Academic Exchange Service (DAAD), a General Secretary of the Uganda universities Quality Assurance Forum and also the Country representative of the East African Higher Education Quality Assurance Network (EAQAN).
