Dr. Abdallah Baguma is a Director of Accreditation at the African Leadership University, Rwanda. Prior to joining the African Leadership University (ALU) in January 2021, he served in different roles in Academic Quality Assurance Department at the Higher Education Council, Rwanda, since 2007 when HEC started its operations until October, 2020, when he took leave of absence for non-specified period.

Dr. Abdallah holds a PhD in Sociology from the University of Aberdeen, United Kingdom, Scotland, a Masters of Research in Social & Educational Research Methods, Kigali Institute of Education, Rwanda, and a BA (Hons) Degree in Social Sciences, Makerere University, Kampala, Uganda.

His roles at HEC Rwanda enabled him to get involved in tasks related to the development and implementation of higher education quality assurance framework in Rwanda, the region and the continent; ensuring academic quality standards including institutional audits and subject reviews;  harmonization initiatives of higher education frameworks such as consolidation of the Rwanda Qualifications Framework, development of the Principles and Guidelines for the East Africa Common Higher Education Area, development of EAC academic programme benchmarks, Benchmarking initiative of universities, contribution to the African Standards and Guidelines for Quality Assurance in higher education and the ongoing development of the African Continental Qualifications Framework.

He is an Alumni of the German Academic Exchange Service (DAAD), a Quality Assurance Practitioner of the EAQAN, Secretary for Quality Assurance Culture of the Rwanda Higher Education Quality Assurance Network (RWAQAN), an Ambassador of the Harmonization of the African Higher Education, Quality Assurance and Accreditation (HAQAA) Initiative. Abdallah’s areas of interest include academic linkages and partnerships at national, regional and beyond.
